How to start apartment privatization: step-by-step instructions


Privatization is a word that sounds complicated and bureaucratic to many. It seems like a long and confusing process involving endless walking around offices and collecting piles of papers. In fact, if you break down the whole procedure into clear steps and act consistently, everything turns out to be not so scary. Privatization is the process of free transfer of a state or municipal apartment to the ownership of citizens who are registered in it and live under a social rental agreement.
This is an important step that transforms you from a simple employer into a full-fledged owner of your living space. After privatization, you will be able to sell, donate, bequeath or leave the apartment as collateral. But before you reap the benefits, you need to go a certain way.
Step One: Family council and consent gathering
The very first and most important thing to start with is to obtain consent for privatization from all adult and minor (aged 14 to 18 years) family members registered in the apartment. Privatization is possible only with general consent. If at least one person is against it, the trial will not take place.
If one of the registered persons does not want to participate in the privatization, he must issue a notarized refusal in favor of the others. It is important to understand that a person who refuses to privatize retains the lifelong right to use this apartment, even if it is sold. If minor children are registered in the apartment, the approval of the guardianship authorities will be required for the privatization.
Step two: visit the BTI and collect the documents
When the consent of all household members is received, the stage of collecting documents begins. The key organization at this stage is the Bureau of Technical Inventory (BTI). You will need to call a technician from the BTI to draw up a technical passport and a floor plan of the apartment. This is necessary to record the current condition of the housing. If an illegal redevelopment has been done in the apartment, it will have to be legalized, which may delay the process.
In parallel, you need to collect the main package of documents, which usually includes:
- Passports of all privatisation participants and birth certificates of children.
- A social rental agreement for an apartment.
- A warrant for residential premises (if preserved).
- A certificate of the composition of the family (an extract from the household book).
- Certificates stating that the right to privatize has not been used before.

Step three: Submitting an application and waiting for a decision
With the full package of documents, you go to the authorized body that deals with privatization issues (usually the housing department of the local administration) or to the Multifunctional Center (MFC). There you submit your application, and from that moment the official process begins.
The employee will accept your documents and check their completeness and correctness. According to the law, the time limit for reviewing an application and making a decision on the transfer of housing to ownership should not exceed two months. After receiving a positive decision, a privatization agreement is concluded. The final chord is the registration of property rights in the Federal Register.
